I don't understand, wouldn't it just be easier to expose resources that need to have multiple callers as REST APIs? What wouldn't that solve here?

I get everything up until "here's the solution". I feel like the conclusion is wrong.

I would expect is here is why event-driven architectures are bad, but instead the conclusion is here is an even more complicated solution to solve these problems.
